Our organisation
The State Public Employment Service (SEPE) is an autonomous body currently attached to the Ministry of Labour and Social Economy, comprising:
Central services.
52 provincial directorates.
A wide network of offices distributed throughout the 50 provinces of Spain and the cities of Ceuta and Melilla, from which unemployment benefit procedures are managed. In Ceuta and Melilla, employment and training procedures are also handled.
It also has the following services:
A telephone service for citizens (060).

The activity we carry out focuses on the organisation, development and monitoring of employment policy programmes and measures.
Within the National Employment System, we reinforce the coordination between all the agents that intervene in the labour market.
Our main functions are:
Planning and promoting employment policy proposals focused on the needs of individuals and companies: professional guidance through individual and personalised itineraries, employment promotion programmes, etc.
To manage and control unemployment benefits, making effective the right of unemployed people to protection.
To carry out research, studies and analyses, at state and provincial level, on the situation of the labour market and measures to improve it.
These functions are carried out in order to offer an agile service in a proactive way, anticipating and adjusting to new needs.

Within the Recovery, Transformation and Resilience Plan, financed with Next Generation EU funds, Sepe is promoting the following programmes aimed at young people aged between 16 and 29:
Tandem programme: a sandwich training programme for young unemployed people with no previous experience in the field, aimed at carrying out projects of public and social interest.
Investigo: aimed at hiring young researchers in public bodies, universities, technology centres and public and private entities involved in research projects.
First Professional Experience: offers internship contracts in public administrations and public bodies for young unemployed people whose training has been completed and accredited.
Obtain information on the labour market situation, both at national and provincial level, through the studies carried out by the Occupations Observatory.
To have access, in a transparent manner, to the SEPE's economic-financial information and to the Agency's data on the improvement and efficiency of Public Administrations, promoted by the Commission for the Reform of Public Administrations (CORA).

The National Employment System
It is regulated by Law 3/2023, of 28 February, on Employment.
The SEPE and the rest of the Public Employment Services of the Autonomous Communities make up the National Employment System, which is the set of structures, material and human resources, strategies, plans, programmes and information aimed at promoting employment policy. The most representative business and trade union organisations also participate.
Its aims include: to specify the Spanish Active Support Strategy through the Annual Plan for the Promotion of Decent Employment, to analyse the labour market in the different sectors of activity and territorial areas in order to adapt active employment policies to the needs of the labour market, to analyse the situation of the labour market, and to promote the necessary mechanisms to ensure that there is an adequate supply of training to improve the skills of workers and their employability.
In the fulfilment of these aims, the System is subject to periodic evaluations, which serve to continuously adapt it to the real needs of the labour market.
